Proposal for new L2-5 category for convertible 2/3 wheelers

The Indian government has taken a significant step towards introducing a new category of convertible two-wheeler and three-wheeler vehicles by issuing draft rules to amend the Central Motor Vehicles Rules, 1989. The proposed category, known as L2-5, involves a three-wheeled vehicle with a two-wheeler, three-wheeler combination module, allowing users to convert it into a scooter and vice versa based on their requirements.

The construction of the L2-5 category involves combining a two-wheeled vehicle of category L2 with a non-self-propelled rear module unit. Users can separate or combine the modules as needed. At any given time, either a two-wheeler of Category L2 or a three-wheeled vehicle of Category L5 can be used, ensuring flexibility and adaptability.

Hero MotoCorp-owned startup Surge showcased a similar product in January named Surge S32. This electric three-wheeler can be transformed into an electric two-wheeler in just three minutes. The S32 features a rickshaw-like structure without a front wheel, into which a scooter seamlessly slots and acts as the front wheel. The scooter can be decoupled and used independently as well.

The introduction of convertible two-wheeler and three-wheeler vehicles addresses various use cases, including ride-sharing, last-mile delivery, and personal mobility. In these vehicles, each configuration runs on its respective powertrain, ensuring only one vehicle is functional at a time for user and vehicle safety. The draft rules specify that the L2-5 category will have a single registration number allotted for both configurations, whether it's the separated two-wheeled vehicle of the L2 category or the combined three-wheeled vehicle of the L5 category. This move reflects a forward-looking approach to accommodate evolving mobility needs and preferences in India.
