The Mumbai Traffic Police issued an advise on Thursday advising citizens that when purchasing two-wheelers, vehicle manufacturers are required by law to provide them with two helmets. The move is part of a police awareness campaign aimed at getting pillion riders wear helmets.

On June 9, the police made it mandatory for pillion riders to wear helmets and began penalising violators under the Motor Vehicles Act. Since then, a daily fee of Rs 500 has been issued on about 2500 to 3000 offenders.

According to a press statement released by the Traffic Police on Thursday, the manufacturer is required to supply two helmets to buyers at the time of purchase under section 138 (4) (f) of the Central Motor Vehicle Rules 1989.

"Manufacturers are required to provide letters to Regional Transport Offices (RTOs) stating that helmets have been delivered to two-wheeler purchasers. Citizens have the right to file a complaint with the RTO if this is not done, and action can be taken against the relevant dealers, including licence cancellation," said Mahesh Patil, Additional Commissioner of Police (Traffic).

On May 25, the Traffic Police announced their decision to require pillion riders to wear helmets, giving them a 15-day window to get them before disciplinary action was taken. Since then, the police have issued numerous reminders via their official social media sites.
