RTO services limited for vehicles without HSRP.

The Transport Department has made High Security Registration Plate (HSRP) mandatory for vehicles registered before April 1, 2019 and has set November 17, 2023 as the deadline to install HSRP for over 1.7 crore vehicle owners. As part of this mandate, the department has said that RTOs (regional transport offices) will not provide various services to vehicle owners including changing vehicle ownership, updating address, terminating hypothecation or issuing fitness certificates with new rules.

The new rule came into effect on August 17 and in about a month, an estimated 15,000 to 20,000 vehicle owners have changed their registration plates. To facilitate compliance, the transport department has now shared details on where and how vehicle owners can purchase HSRP. According to a press release from the department.

Vehicle owners have to provide their vehicle details, select the manufacturer and dealer location, make online payment for HSRP and choose the date and time for installation. The department has also warned against applying fake HSRPs and said that number plates obtained through open markets or roadside vendors are not valid HSRPs.
